Since 1973 the world economy has been characterized by a relatively slow pace of expansion in output and trade, accompanied by high unemployment and strong inflationary pressures. With this has gone an emerging energy problem, monetary instability, a growing pressure for protectionism, a declining demand for certain products and a change in the pattern of the international movement of labour and capital.In this article, the consequences of these international features for the Flemish economy are analysed. From this analysis, it has (...) become clear that the international economic crisis has revealed more clearly the structural problems of the Flemish economy, especially in the field of economic growth, competitiveness, pattern of investments and industrial structure. This has resulted in a very high unemployment rate, which moreover will probably not disappear with an eventual improvement of theinternational economic situation : whereas the Flemish economy has gained largely from the oil based industrial expansion, it is not participating at present in the socalled third, by sofisticated technology led industrial revolution.Consequently, more and more labour-intensive activities are taken over by less developed countries, whereas some of the capital-intensive industrial sectors have to cope with a growing technological gap.To stem this unfavourable development, there is an urgent need for a powerful and planned structural policy, which must as a matter of priority force back the unemployment rate to an acceptable level. In this context, regionalisation might be a powerful instrument, as it offers to the regions the possibility of creating own solutions for their own problems. (shrink)

De alledaagse leefwereld. Dingen die we zien en horen. De hedendaagse mens wordt opgeslokt door de consumptiecultuur van de markteconomie en verkeert haast permanent in een virtuele werkelijkheid. Individualisme. De liefdesrelatie als meest basale vorm van gemeenschap is hierdoor op de helling gekomen. Welke therapeutische perspectieven kunnen we verbinden aan de gestelde diagnose? We zijn aangewezen op een mentaliteitsverandering, die wordt bepaald door het ‘morele kapitaal’ waarmee een gemeenschap kan voortbestaan. De auteur opereert binnen de traditie die Montaigne en Kierkegaard (...) introduceren en waaiert voortdurend uit door geregeld zijn rol als dienende gastheer voor die van zoekende filosoof te verruilen. Hij laat tijdslijnen door elkaar lopen. Toch is sprake van intrinsieke ordening: ideeënimprovisaties worden weerspiegeld in een afwisseling tussen levende herinneringen en abstracte argumenten. Zo krijgt de alledaagsheid een filosofische lading. Kleine verhalen en anekdotes zijn nodig om grote verhalen een persoonlijk karakter te geven. Aldus ontstaat een collage, waarin niets is gelogen, maar alles is verzonnen. Een waargebeurde, fictieve levensgeschiedenis op grond van herinneringen, een portret waarin verslag wordt gedaan van een gedreven zoektocht naar zinvolheid. De lezer is genoodzaakt zich te laten meevoeren over hoofd- en zijwegen, bemodderde bospaden, drassige velden, gevaarlijke bochten, grillige slingerpaden, solide bruggen en wankele bruggetjes. This article covers the voting behaviow- of the three major belgian parties: CVP, BSP and PVV during three legislatures in which all three partieswere twice in government and once in the opposition.The cohesion between the government parties bas been very high. This is also the case within each party. Deviations from the so-called «partyline» are minimal, especially within the socialist party.Looking at the final votes, two voting patterns dominate : government versus opposition and unanimity.All amendments, except those introduced by the (...) government, were rejected. The major conclusion is that the role of the public session of the House is reduced to a mere registration function. (shrink)

This paper combines reflections on the current “state of war” in the Middle East with an epistemological discussion of the meaning and implications of the category “war” itself, in order to dissipate the confusions arising from the idea of a “War on Terror.” The first part illustrates the insufficiency of the ideal type involved in dichotomies which are implicit in the naming and classifications of wars. They point nevertheless to a deeper problem which concerns the antinomic character of a collective (...) institution of violence. The second part discusses the extent to which, in spite of the historical transformations in the means and political objectives of wars, the contemporary confrontation still obeys the rules of warfare described by Clausewitz, particularly with respect to temporality (“friction”). The third part discusses “non‐clausewitzian” aspects of the “new wars” defined by Martin Van Creveld and Mary Kaldor, while suggesting that they have left aside the most salient contradiction illustrated by the US interventions, which results from the combination of a claim to universal sovereignty and a reduction of war to generalized police operations. The French Code civil , including the tradition of legal practice and scholarship it stands for, is the child of two parents: Enlightenment and Restoration. They came together in the person of Jean Etienne Marie Portalis (1746-1807), who was the main drafter of the code under Napoleon. I want to investigate which line of philosophical argument he followed in uniting the two and critically assess the value of this argumentation. In section 1 I briefly sketch the codification of civil (...) law in the (post-)revolutionary setting of the time, as well as Portalis’ philosophical background. Section 2 turns to the principled and wide-ranging discourse he delivered at the occasion of the formal presentation of the draft civil code to the legislature. This discourse, in turn, found its deeper roots in an extensive treatise that he wrote prior to the former, on the use and abuse of reason in times of Enlightenment (Section 3). I will focus, in particular, on the twin concepts of knowledge (section 4) and nature (section 5) in this treatise. From this vantage point, section 6 analyzes the eclectic way in which Portalis uses his philosophical godfathers Montesquieu and Rousseau, while section 7 shows why his preoccupation with the protection of established property rights can explain such eclecticism. Section 8 takes stock and submits that at least one of Portalis’ arguments presents a real challenge to Enlightenment philosophy up until the present day. (shrink)

Étienne Souriau was a refined and demanding thinker, with an aristocratic demeanour, far removed from the currents of ideas dominant in his time. A difficult and erudite author, out of tune with the times he lived in, he would seem the least likely candidate to appeal to a hurried and globalised public like that of the twenty-first century. A sophisticated representative of a rationalist positivism, no stranger to the Husserlian canon and not even insensitive to the motivations dear to the (...) gnoseological debate of Cartesian and Kantian matrix (as well as to the major themes of classical metaphysics), Souriau pursues the ideal of a constructive philosophy, capable of understanding – and at the same time favouring – the advancement of the creative process conceived as a set of poetic acts and progressive dynamic operations. In his texts, Souriau is attentive to grasping the correspondences, exchanges and reciprocal transitions between one mode of existence and another, as well as the resonances between the various art forms in the different fields of knowledge, testing an original method that is epistemologically very fruitful. The aim of this monographic issue of Aisthesis dedicated to Étienne Souriau is to explore his thought in its multiple aspects, in order to measure its topicality in relation to the themes and problems that characterise contemporary philosophical debate, with particular reference to aesthetics and ontology as well as to the dense network of connections between the two fields. One of the most interesting characteristics of Souriau’s thought that has stood the test of time would appear to be its multifacetedness: the quality of lending itself to being applied even to spheres that are apparently very distant from reflection on art, such as cultural anthropology, political philosophy or morality. It seemed to us that it largely owes its relevance precisely to the intersections between one field of knowledge and another. The issue contains twelve contributions on Souriau that explore his main aspects in depth. They range from analyses devoted to the architecture of Souriau’s thought (his general philosophy) in the essays by Dominique Chateau and Filippo Domenicali, which can furnish a useful overall picture of the man, to essays that attempt to focus on the more properly ontological core of this thought, such as those devoted to the arabesque motif (Luigi Azzariti-Fumaroli), the theory of the soul (Sjoerd Van Tuinen) or the multiplicity of worlds (Noëlie Plé). Interspersed between these are contributions that focus more on the comparison between Étienne Souriau’s thought and the philosophers of his time, such as Dufrenne (Maryvonne Saison), or with well-known later philosophers who explicitly referred to him, prolonging his creative impetus, such as Gilles Deleuze (Casey Boyle) and Bruno Latour (Aline Wiame), the true architect of the current Souriau “comeback”. Finally, in addition to essays of a more theoretical nature, there are contributions that attempt to re-evaluate certain aspects of Souriau’s aesthetics, such as the fruitfulness of the cues that can come from his thought for the debate on animal aesthetics (Maddalena Mazzocut-Mis and Andrea Scanziani), or the possible topicality of his theory of forms (Isabelle Rieusset-Lemarie). In the “Miscellaneous” section, this issue hosts a number of studies that aim to explore the aesthetic implications of new technologies, the themes of ecological aesthetics, as well as to offer an unusual profile of Baumgarten. ISBN: 978-0-19-886168-3.Building upon Étienne Gilson’s The Mystical Theology of St. Bernard (1940), which identified a systematic structure in the thought of a great contemplative (...) theologian, Jean Leclercq’s paradigm-shifting book, The Love of Learning and the Desire for God (1960), won a place for medieval monastic theology alongside Scholastic theology, broadening the canon for scholars of medieval theology. That theological canon has long since been further broadened to include the books of women mystics.Van Dyke’s book similarly aims to widen the canon of texts studied under the rubric of medieval philosophy to include contemplative writings by women and men, some of whom are also regarded as mystics. This short, wise, and winning book is “perhaps the first book-length reintegration of the medieval contemplative tradition into discussions of medieval philosophy” (208).Van Dyke urges her fellow philosophers to engage seriously with meditative and mystical writings as a corrective of historically false claims: first, that “women didn’t do philosophy in the Middle Ages” (1); second, that mystical and contemplative writings, by definition, lack philosophical/rational content; third, that Scholastic disputations arose purely within the “isolated bubbles” of the universities and did not reflect ongoing societal and ecclesial “conversations that frequently included women” (2). Beyond this corrective [End Page 707] function, Van Dyke argues that the pairing of contemplative with Scholastic texts enriches the study of medieval philosophy through complementation by reinforcing philosophy’s status as a transformative pursuit of wisdom, highlighting its inherent variety as a field, engaging the historical voices of men and women alike in discussions of topics of common interest, and demonstrating the mutual complementarity of the Scholastic and contemplative philosophical traditions, which have distinctive emphases and provide different angles of approach to given questions and topics.What topics? The adjective “hidden” in the title has a double meaning. It gently points to the medieval contemplative tradition as “hidden” to presentday philosophers who, Van Dyke hopes, will discover its philosophical richness. The adjective also pairs with the adjectival noun “contemplatives” in the subtitle, suggesting the interplay in Van Dyke’s vocabulary, which treats “mystic” (a word often glossed as “hidden to the senses”) and “contemplative” as synonyms, but favors the latter as more directly indicative of willed and embodied cognition. In this choice, she draws encouragement both from Bernard McGinn’s broad definition of mysticism (namely, as a contemplative way of preparing one for the direct experience of God’s presence) and from Nicholas Watson’s description of mystical experience as “phenomenological” and “transcendent” (20); she distances herself from the purely psychological interests of William James and the homogenizing views of Evelyn Underhill.In chapter 1, “Mysticism, Methodology, and Epistemic Justice,” Van Dyke takes her fellow philosophers to task for defining “mysticism” narrowly in a way that excludes “embodied, non-unitive states... visions, auditions, and other somatic experiences” (4). Early in the 1930s, a number of French Catholic and secular philosophers debated the question of the meaning, even the very possibility, of Christian philosophy. Positions articulated during these debates provided intellectual background to debates about nature and grace, and the interaction of philosophy and theology that informed theological debate before and during the Second Vatican Council. These questions continue to be raised in theological debate today. -/- This selection of previously untranslated documents from the French debates about Christian philosophy (...) provides a long-needed complement to available English-language literature on the subject. These documents show that the debates were highly complex, involved multiple sides, and prompted development of certain participants' positions. Four of Maurice Blondel's contributions are included, as are selections by Gabriel Marcel, Etienne Gilson, Fernand Van Steenberghen, among others. A detailed historical introduction provides much-needed background to these intertwined debates. -/- The editor's thematic outline of seventeen different participants' positions and engagements includes but also goes beyond the selections translated in the volume. It provides a full and balanced treatment of the numerous participants, and sets the complex intellectual context for understanding the positions, issues, and main personalities of the debate. A chronological bibliography of literature comprising and commenting on the debates and their issues is also included and will serve as an invaluable aid to further scholarship. (shrink)

In this article we show how the Lacanian theory of the Imaginary , as elaborated in Lacan's earlier texts, is strongly influenced by the Hegelianism of Alexandre Kojève. In the first part we explain how Lacan is giving a fresh interpretation of Freud's theory of Narcissism by making use of the category of the Imaginary. The second part indicates how the Kojèvian interpretation of the dialectics of Self-consciousness serves as a paradigm for imaginary intersubjectivity. Imaginary intersubjectivity, however, leads to an (...) impasse since authentic recognition requires a symbolic context. That is why Lacan's theory of a fundamental desire for recognition is intrinsically linked up with his theory of the Symbolic. According to Lacan this aspect has been neglected by Hegel . Hegel did not see the importance of the symbolic order. This affirmation, however, implies a severe misinterpretation of Hegel's text. In the last part we elaborate the relation between the Imaginary and the Symbolic as a dialectical one. The Lacanian interpretation of Freud's theory, ' Hegelianizes' Freud. We illustrate this in reference to the Freudian concept of 'libido'. (shrink)

The Christian-democrat/socialist government Martens IV resigned at the end ofMarch 1981, because the socialist party could not agree with an urgency plan to reorganize the public finances. Mark Eyskens, Minister of Finance in that cabinet, put together a new government as soon as April 6 of the same year. He succeeded as Prime Minister while all the other resigning ministers remained in their function. Minister Robert Vandeputte, an extra-parlementarian and honorary governor of the Central Bank, became the new Minister of (...) Finance. Like the preceding governments, the Eyskens cabinet was strongly hampered by deep mistrust between the coalition partners, opposing views between the two communities of Belgium and by disagreements about the way to deal with the socio-economic crisis.The Eyskens cabinet was particularly confronted with the organization of the restructured steelmill Cockerill-Sambre and with the absolute low point of the economic crisis. The budget was strongly affected by the increasing unemployment benefits and the collapse of the fiscal revenues. Due to the continuing protest of the trade unions, Mark Eyskens did not succeed to adapt the automatic wage indexation in order to improve the competitive position ofthe Belgian enterprises. He did however manage to prevent the devaluation of the Belgian franc, which had come under pressure regularly on the financial markets.By the middle of September 1981 the Eyskens government fell as a result of disagreements between the coalition partners about the financing ofthe money loosing steelmill Cockerill-Sambre in Wallonia. Parliamentary elections were advanced to November 8, 1981. The Christiandemocrats lost a considerable number of seats. A Christian-democrat/liberal cabinet, again headed by Wilfried Martens, emerged by mid December. It would carry out a neoliberal policy. Mark Eyskens became the Minister of Economicaffairs in the new government. (shrink)

According to the standards of public law, municipal polls have only a local scope : the election of a common council. Do politicians make deductions concerning the formal political power-constellation on national level either from the approach of municipal elections or from their results? Can these elections lead to changes in or of the government and eventually to anticipated legislative elections?After the first world-war, the electorate was called eight times to vote for new common councillors. Half of these elections had (...) no influence on the national power-constellation :they hardly stirred the national political life. In 1958 any possible influence of the municipal elections was even a priori ruled out. A remarkable point is that all municipal elections which took place undergovernments of national union, were only of local importance.Since the first world-war not a single municipal election has led to changes within the government : there was never a redistribution of ministerial portfolios amongst the coalitionpartners, nor did any electioncause the dismissal of an individual minister.It is traditional in Belgian politics that the national opposition, when the results of municipal elections are in its favour and prejudicial to the party in office, tries to call in question the legitimacy of the government in the opinion of the public by the way of motions or interpellations in parliament, claiming dismissal of the government or anticipated legislative elections. At these occasions it appeared unimportant whether the parliamental majority were confortable or not. But never did the governments give in to these attempts.The elections of 1857, 1884 and 1932 constitute an element of power - although of subsidiary importance - in the discharge of the then governments. The governmental crisis of 1884 however can only be explained if the constitutional position of Leopold II is taken into account. With all other factors alike, such a crisis wouldn't arise any more in the context of to-day. The municipal elections of 1932 have moreover led to anticipated legislative elections whose date was an element of power in the election-process. At that time, these elections played the part of an indicator of the electorial condition, comparable to that of the by elections in Great-Britain. And an unreliable indicator too, in view of the difference between national and local electionstatures. (shrink)

The ecclesiastical debate at the 73 General Church Assembly of the Dutch Reformed Church of Africa. Reformed churches emerged from the Reformation which commenced in the 16th century because of the input of well-known reformers such as Martin Luther (1483–1546) and John Calvin (1509–1564). Reformed churches are founded on a certain system of church polity known as presbyterial-synodal. This church orderly viewpoint amounts to the fact that it is a church where Jesus Christ is the sole ruler of the church, (...) transforming all meetings of offices of the church to operate on the same horizontal level with Jesus Christ as the only and sufficient authority in the church. This means that such a church is trying to be church of the Word and should take good care to maintain this critical principal position during meetings, as will eventually be reflected in synodal decisions taken. Contribution: This article takes a critical look at points of discussion submitted to the meeting, especially those with church orderly implications. Critically spoken, it means that decisions tabled at such meetings should be in the prolongment of the churches’ decision to be church of the Word, and therefore presbyterial-synodal. It is therefore also a contribution to church polity as such. (shrink)
